ASSISTANT FINANCE DIRECTOR/CHIEF ACCOUNTANT

ESSENTIAL JOB FUNCTIONS
- Works and communicates effectively with other departments within the City, the general public, and various local, state, and federal officials
- May prepare written correspondence
- Uses a 10 key calculator by touch and networked computer; works with City accounting software, Microsoft Office and various other software
- Serves as back-up for other staff members
- May make cash audits at various City locations
- Must arrive at work on time and maintain a regular and reliable level of attendance
- Preparation and processing of accounts payable invoices
- Ensure accurate input, proper expense accounting, and filing of paperwork

- Generates weekly checks; ensuring that payments are timely and accurate
- Captures vendor discounts when available
- Works with vendors to resolve disputes and ensure that services are not interrupted
- Ensures that accounts payable monthly closing activities are accurately completed on time
- Works to maximize use of software used for accounting procedures (INCODE), making recommendations for improving internal procedures and adjusting protocols as needed
- Utilizes computerized report writers and spreadsheets to assist in the reconciliation of accounts payable, insufficient funds, prepaid accounts, and resolves discrepancies
- Provides support in the maintenance and revisions of accounts payable policy and procedures
- Processes employee expense reports and payments in a timely manner
- Open/sort incoming mail for the Department
- Prepare and/or enter general ledger journal entries
- Performs payroll duties when necessary
- New vendor setup; including verification of W-9 forms on file
- Process and verify accuracy of 1099’s and1096’s
- Respond to inquiries from the IRS
- Must arrive at work on time and must maintain a regular and reliable level of attendance
JOB REQUIREMENTS
- Working knowledge of bookkeeping theories and practices
- Computer proficient in Microsoft Office applications (Outlook, Word, Excel, etc.), as well as the ability learn accounting software
- High school graduate or equivalent; OR its equivalent with one year of general accounting experience (prefer experience with municipality or other governmental entity)
- OR Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities
